The Ba'ath government always prevented Kurds from participating in the administration of the country, and had completely rejected citizenship based on equality and law. Therefore, the implementation of this policy against the Kurds created a ground for dissatisfaction in the hearts of the Kurdish people, which stirred national sentiment and led them to rise against the military, security, and armed institutions. Because the oppression of these institutions pushed the people to a certain extent to raise their voices of protest and public demonstrations and to stand firmly against the government's security agencies, on the other hand, the National Movement of the Revolutionary Leadership, in its assessment of the situation, concluded that the Ba'ath government did not understand the language of dialogue and peaceful resolution, and was not ready to listen either. Therefore, they decided to prepare themselves for this method of struggle that the Ba'ath leaders understood, which was partisan armed struggle.
In the field of struggle, during the confrontation with the institutions of the Ba'ath regime, the revolutionary leadership always tried to expand the area of liberated territories and to develop Peshmerga activities in the depth of the government's territory. Therefore, it decided to send a Peshmerga force to several strategic locations to deal a major blow to the headquarters of military forces and mercenaries, to show them that the Peshmerga can reach and strike whenever and wherever they want. On December 10, 1982, in Siyana Gare and at a depth of 70 km, the Peshmerga attacked the bases and headquarters of the Commando force and armed (Jash) militants. After a fierce battle that lasted for three days and nights, they caused great damage to the government forces, and the result of the Peshmerga's attack had a great resonance in the region.
