After the Second Congress of the Kurdistan Students Union in August Year 1964, the organization's structures in educational centers in various cities of Kurdistan and Iraq resumed their work actively, in order to organize their affairs more effectively. The student secretariat decided to hold an expanded meeting during the 1964-1965 mid-year school break.
In February 1965, a meeting was held in the Qardagh region, south of Sulaymaniyah Governorate, with the attendance of representatives from all organization branches in various cities of Kurdistan and Iraq, especially the Badinan region. In the meeting, which was attended by about 40 members, Ali Sanjari was sent to the meeting by the Central Committee of the Party to oversee it.
The meeting lasted for one day, and one of the most important decisions was to reaffirm its support for the revolution and to keep this secretariat or the preparatory committee elected at the Second Congress as it is until the next congress is held..
In contrast, the group that split from the Party and the organization and joined the Political Bureau group issued a statement against the meeting, which further complicated the internal Situation of the organization.
Shortly after this meeting, divisions and conflicts occurred among the leadership of the Kurdistan Students Union, and as a result, a number of members separated from the organization and a number of leadership members moved away from the leadership in various ways. Among them was Bakr Hussein, a member of the secretariat, who joined the group that split from the Political Bureau, so he was expelled from the ranks of the Students Union, and Abdul Karim Fandi joined the Peshmerga Forces affiliated with Aylul Revolution, while Jalal Hama Ali left the ranks of the Kurdistan Students Union.
Given the circumstances that the Kurdistan Students Union was going through and in order to resolve the accumulated problems, the organization's secretariat decided to hold an urgent conference to begin preparations for the Fifth Congress as soon as possible. The conference was held on June 29, 1966, in Nawprdan in the Balakayati region, and several decisions were made, the most important of which were the formation of the preparatory committee for the Fifth Congress, which was scheduled to be held in the summer of Year 1967, to continue to Support the revolution and defend the professional and academic demands of Kurdish students.
Holding the CongressAs scheduled in the Nawprdan conference, and due to the complex Situation of the organization, and after completing the preparations, the congress was held from July 13 to 15, 1967, under the slogan (O student masses, struggle for student rights, building a democratic Iraq, and autonomy for Kurdistan), and in the presence of seventy representatives from the branches and local committees of the organization in the colleges of Baghdad and Mosul and the institutes and secondary middle schools in various regions of Kurdistan, in the (Shwan) region of Kirkuk Governorate, in the presence of Ahmed Jarjis Atrushi, representative of the leader Mustafa Barzani.
The draft program and internal regulations of the organization were approved by the congress members, Abdul Karim Hassan was elected as President and Nawzad Ali Muhammad as Secretary, and the new secretariat was elected by the vote of the Congress Representatives as follows:
1- Anwar Abdullah, Member of the Secretariat
2- Qadir Hamad Amin, Member of the Secretariat
3- Jawad Muhammad Shirwani, Member of the Secretariat
4- Hama-Ziad Ismail, Member of the Secretariat
Among the most important decisions of the Congress:
Strengthening its relations with Turkish and Syrian student organizations. Opening a university in Kurdistan. Expelling Abdul Wahab Talabani and Faris Gokal Huweiz from the organization for their ties to the Central government. Admitting Kurdish students to Iraqi colleges and universities on the basis of regional distribution. Making education in the Kurdish language at all its stages throughout Kurdistan, especially in Mosul Governorate. Admitting Kurdish students to military, police, and aviation colleges. Determining the fate of students who joined the revolution. The presence of the organization's representative in the Revolutionary Command Council and many other decisions. In November 1967, the new leadership issued the magazine "Khabati Qutabiyan - Student Struggle" as the mouthpiece of the Students Union, but the staff worked only for a short period, and after four months Abdul Karim Hassan submitted his resignation from the Position of President to the secretariat, and Nawzad Muhammad Ali also joined the ranks of the Peshmerga Forces, and Anwar Abdullah replaced him as President of the Kurdistan Students Union, and Abdul Qadir Hamad Amin as Secretary of the Kurdistan Students Union.
Soon, problems occurred between the new leadership, because the cadres residing in Baghdad complained that their representation in the Fifth Congress was small, so they formed a committee to oversee the Baghdad organization "Main Baghdad Organization Committee" after the committee began its work. A new body was elected to lead the secretariat as follows:
1- Farhad Awni Habib, Head of the Committee
2- Jalal Khoshnaw, Member of the Committee
3- Ranj Nuri Shawis, Member of the Committee
4- Jawad Muhammad Shirwani, Member of the Committee
5- Adil Fadhil Lailani, Member of the Committee
6- Fereydoun Osman, Member of the Committee
In Year 1968, the Main Organization Committee of Baghdad, due to the weakness of the secretariat, contacted the branches of Kirkuk, Sulaymaniyah, and Mosul to oversee their work, and in the same year they celebrated Newroz openly at the College of Administration and Economics at the University of Baghdad, which was attended by about 200 Kurdish and Arab students.
Because of their distance from each other, there was not much coordination between the secretariat of the Kurdistan Students Union and the Main Organization Committee in Baghdad, and practically the Baghdad organization had greater powers over the organization's work. Therefore, in July 1968, the Erbil branch and the secretariat of the Fifth Congress visited the leader Mustafa Barzani in the village of Haji Omaran in Erbil Governorate, as the Erbil branch was no longer able to coordinate with the secretariat.
This problem and the lack of coordination continued until the autumn of 1969 when a delegation from the Political Bureau of the Kurdistan Democratic Party in Baghdad received the Main Organization Committee for Baghdad and they decided to hold a joint meeting between the two parties in the village of Nawprdan, where the Headquarters of the Political Bureau of the Kurdistan Democratic Party is located.
They met on February 6, 1970, in the absence of the President of the Kurdistan Students Union, and as a result, the "Central Organization Office" was formed from both sides as follows:
1- Farhad Awni, Head of the Central Office
2- Anwar Abdullah, Member of the Central Office
3- Jalal Salim Khoshnaw, Member of the Central Office
4- Qadir Hamad Amin, Member of the Central Office
5- Ranj Nuri Shawis, Member of the Central Office
6- Adil Fadhil Lailani, Member of the Central Office.
After the establishment of the new Central Organization Office, tasks were divided as follows:
- Farhad Awni and Jalal Khoshnaw - Supervision of the organizations of the University of Baghdad, schools of Baghdad Governorate, schools of Sulaymaniyah Governorate, and schools of Khanaqin.
- Jawad Muhammad Shirwani - Head of Basra Governorate organizations.
- Qadir Hamad Amin - Head of Erbil Governorate schools organizations
- Ranj Nuri Shawis and Anwar Abdullah - Head of Mosul University and Mosul Governorate schools organizations.
- Adil Fadhil Lailani and Fereydoun Osman - Head of Kirkuk Governorate organizations
- And Baghdad was designated as the center of authority.
