In implementation of this decision, the Preparatory Committee for the Congress was formed to elect the Congress Delegates from among the party members in the provincial leadership councils, branches, local committees, the party's central offices, bodies, centers, and institutions affiliated with the party, at a rate of one delegate for every 1000 party members, and with the presence of two-thirds of the organizations.

After the conclusion of the delegate elections on September 7, 2022, the Political Bureau of the Kurdistan Democratic Party held its last regular meeting on October 23, 2022. On the following day, October 24, 2022, the final meeting of the Leadership Council was held, and the date set for holding the Congress was voted on unanimously.

Pursuant to this decision, the Fourteenth Congress of the Kurdistan Democratic Party began its proceedings under the slogan Freedom, Democracy, and Justice on November 3, 2022, in the city of Duhok, with the attendance of 1022 delegates out of 1061 delegates eligible to participate in the Congress from all party organizations.

The importance of the Congress (the Fourteenth Congress) lies in the fact that the Kurdistan Democratic Party after overcoming several difficult situations, including the four-year war imposed by ISIS, the war of occupation, and the abortion of the Kurdistan Region experience after the independence referendum on September 25, 2017, and local and foreign schemes with the enemies of the Kurdish people caused it to face the war unilaterally, despite the budget cut by the Iraqi government, the decline in oil prices, the difficult economic situation in the Kurdistan Region, and the passage of 12 years since its Thirteenth Congress, and at the same time the major changes that have occurred in the region and the world.

The Fourteenth Congress began with the recitation of verses from the Holy Quran and the playing of the Iraqi national anthem and the Kurdistan national anthem. Then, a committee was elected to manage the Congress, and five committees were appointed for complaints, the program, and the internal bylaws. The Congress then continued its proceedings by reading reports, including the political and organizational report. In a secret ballot, 51 members and nine alternate members were elected to the Central Committee. Although the voting was supposed to be electronic, due to technical problems and at the request of the majority of the Congress Delegates, the voting was conducted manually with the preparation of three polling stations and for counting the votes. In the context of this process, the President was re-elected Masoud Barzani as President of the Kurdistan Democratic Party by the majority of the Congress members.

The Congress made several important changes to the structure of the Kurdistan Democratic Party to adapt to the party situation, including the election of two vice presidents. The President's Office became the Secretariat of the Barzani Headquarters, and the Oversight and Follow-up Committee reports directly to the Party President. The Supreme Council of Fighters was also established, chaired by the Party President as well. The percentage of women in the leadership of the Kurdistan Democratic Party was increased by 25%, and the term Central Committee was reused instead of the Leadership Council of the Kurdistan Democratic Party.

The party provincial councils were changed to provincial organization offices, and the number of members of the Political Bureau of the Kurdistan Democratic Party increased to 17 members, including the working body of the Political Bureau consisting of the head of the body and four members, in addition to changes in the offices, institutions, centers, and bodies of the Political Bureau, and their names were changed to departments, and their formations became as follows: Department of Organizations, Elections, Studies and Preparation, Culture and Media, Public Relations, Mass and Professional Organizations, Administration and Finance, and the Investment and Projects Department.
