Your telegram 82 on 27/3. It has been decided in the Ministerial Committee, and in the presence of your representatives, Mr. Nafidh and Mr. Muhsin, that it is necessary to create a calm atmosphere in the northern region so that we can then proceed to other peaceful steps. We have issued our orders to implement this, and it is unfortunate that many killings and security breaches have occurred in the region, the last of which was the gathering of a large number of gunmen to fight Ghazi al-Hajj Mallo, who was then forced to evacuate his villages. You undoubtedly appreciate that the continuation of such operations greatly affects the efforts made by sincere people to restore security and peace. I hope you will instruct to stop the acts of killing and kidnapping of military and police personnel, move armed groups away from public roads, and withdraw the group of Isa Siwar and Haso Mirxan to their original areas to ensure the return of the villagers to their areas, and send your representative to the 4th Division Command to prepare and for everyone to work sincerely to reach a stage where we can launch other steps, knowing that we have issued orders to all other parties not to do anything that would lead to provocation. I would like to say that the existence of a suitable peaceful atmosphere is an urgent national necessity. Inform us.
