Bakhtiyar Hussein Khidr Hussein was born in 1978 in Akoiyan village, belonging to Rawanduz district in the Soran Independent Administration. He studied through the sixth grade of primary school, was unmarried, and was martyred in 1996. 

In 1996, he joined the organizational units of the Kurdistan Democratic Party and became a Peshmerga in the Zrar Malaki Battalion of the Balak Force. He participated in the battles in the Balakayati region. In the same year, he was martyred in the civil war in the Balakayati region, on Mount Gojar near Gojar village, in Qasrê subdistrict.
