Hiwa Qadir Ahmed, known as Hiwa Geylani, was born in 1970 in the village of Genawi in the Pishder district of Sulaymaniyah province. He completed the twelfth grade at the Kadir Institute of the Kurdistan Democratic Party (KDP) and obtained a law degree from Salahaddin University.

In 1989, after the destruction and displacement of Pishder by the Ba'ath regime, he joined the Kurdistan Democratic Party (KDP) and in 1991 became a Peshmerga in the Qeladizê region of South Kurdistan.

On December 6, 2022, in Duhok, he was elected as a member of the Central Committee of the Kurdistan Democratic Party (KDP) during the 14th congress.
