Rasul Muhammad Ali was born in 1955 in Balekiyani village, in the town of Diyana in Erbil Governorate. He was a villager engaged in farming, was illiterate, and had not married.
In 1972, he joined the Aylul Revolution and became a Peshmerga in the Arif Yasin Battalion, which belonged to the Balek force. He participated in the battles of Gorez and Gali Ali Beg. In 1974, he was martyred in the battle of Mount Gorez by the Ba'ath regime's artillery bombardment.
