Martyr Razzaq Saeed Razzaq Qadir was born in 1973 in Rust village, belonging to the town of Smilan in Choman District, in today's Soran Independent Administration. He was educated, unmarried, and was martyred in 1995.
In 1991, after the popular uprising in Kurdistan, he joined the ranks of the Kurdistan Democratic Party. In 1995, he became a Peshmerga in Soran's 6th Army and took part in battles in the Balakayati area. On May 28, 1995, he was martyred in an internal war in Kaleta village of Dola Khanqa, Rawanduz District.
