Rizgar Ahmed Sabir was born on 5 February 1961 in the city of Qaladze, Sulaymaniyah Governorate. He was an elementary-school student and was martyred on 24 April 1974 when Iraqi Army aircraft bombed the city of Qaladze. He was buried in the Gate Cemetery of Qaladze city.
