Rizgar Nabi Rasul was born in 1970 in Hawdian village, belonging to Soran district in Erbil Governorate. He studied through primary school and was married.

 In 1991, he joined the Party's organizations. In 1996, he became a Peshmerga in the Sidakan Army and took part in the battles defending the rule of law in the Balakayati and Sidakan areas. On 21 August 1996, he was martyred in the civil war on Mount Bole in the Sidakan area by fighters of the YNK.
