Segvan Osman Halo, known as (Segvan Halo), was born on July 1, 1968, in the village of Bosel, which is part of the Zakho district of the Duhok province. In the year 2008, he obtained a bachelor's degree from the College of Law at Salahaddin University, and in the year 2016, he obtained a Master's degree in Law from the College of Law at Salahaddin University. On November 9, 1984, he migrated to the country of Iran and resided in the city of Nexede, and in the year 1991, he returned to South Kurdistan.
On January 12, 1983, he joined the organizations of the Kurdistan Democratic Party. On November 25, 1984, he became a Peshmerga in the Finance Department of the Political Bureau. In the year 1985, he became a cadre in the Finance Department of the Political Bureau in Rajan. In the year 1991, he became a Department Member in the Finance Department of the Political Bureau in the city of Rawandiz. In the year 1993, he became a Bureau Member in the Finance Department of the Political Bureau.
On November 6, 2022, at the 14th Congress of the Kurdistan Democratic Party in the city of Duhok, he was elected as a Member of the Central Committee by the congress members.
