The Congress began its proceedings on December 11, 2010, in Erbil, under the slogan (Renewal, Justice, Coexistence) and in the presence of 350 prominent figures, including the President of the Republic of Iraq, Jalal Talabani. During it, President Masoud Barzani awarded the friend of the Kurds, journalist Kevin Robert, the Eternal Barzani Medal. Eight committees were formed to manage the work of the Congress, namely: the Program Committee, the Bylaws Committee, the General Organization Committee, the Finance Committee, the Complaints Committee, the Media Committee, the Peshmerga Committee, and the Professional and Mass Organizations Committee. A condition of 10% was also set for women's membership in the Party's Leadership Council. This was established in the third section of Chapter Twenty-Two of Article 217 of the Program and in Article 17, Paragraph Two of the Internal Regulations. For the first time in the history of the Kurdistan Democratic Party, the women's quota was applied at the Thirteenth Congress. It is worth noting that only one woman was elected to the membership of the Central Committee in the Fifth, Ninth, Eleventh, and Twelfth Congresses.
The structure of the Kurdistan Democratic Party according to the Internal Regulations of the Thirteenth Congress was as follows:
Base, Organizational Committee, Regional Committee, Branch Committee, Governorate Leadership, Leadership Council, Political Bureau, Secretary of the Political Bureau, Vice President, and President. The Oversight and Follow-up Committee was also appointed by the Leadership Council and approved by the President.
Two new terms were introduced into the Party's structural organizations. The first is the Base, which was previously called the Cell and the Main Cell, or a combination of both. The second is the Leadership Councils, which until 2018 included only Erbil, Sulaymaniyah, and Kirkuk-Garmian, which were borders that included the activities of the governorates of Kirkuk and Diyala and parts of Sulaymaniyah, while Duhok and Mosul were managed in the old way. Although Duhok was within the Kurdistan Regional Government and the Baghdad governorate was outside this system, Europe and the United States were two branches that remained as they were.
The most interesting institution after this Congress was the Board of Experts, which is appointed by the Leadership Council and which had been established under Article 15 of the Internal Regulations. Given its tasks, this article consists of four paragraphs and a number of points. A similar board had been established in the Internal Regulations in 1993, in the Eleventh Congress of the Kurdistan Democratic Party under the name (Shura Council).
